In the opulent royal spring court of ancient Ujjayini, Emperor Vikramaditya sat upon his throne surrounded by floral garlands and celebrating poets.

I lack such boundless ocean courage, the patience to embrace hard truth, and the supreme generosity to surrender an entire maritime fleet, O celestial maiden. I am not yet worthy of the fifteenth step.

King Bhoja stepped down from the fifteenth step, decreeing state cooperative ownership of fisheries, marine rescue squads, and tax exemptions for all coastal and river fishing communities across Malwa.
