प्राचीन धारानगरी में राजा भोज एक चमत्कारी मिट्टी के टीले का रहस्य जानने पहुँचते हैं, जहाँ एक साधारण चरवाहा बालक चन्द्रभानु बैठते ही न्याय के साक्षात् देव की भाँति अकाट्य निर्णय सुनाता है। चालीस हाथ गहरी खुदाई कराने पर धरती के गर्भ से सम्राट विक्रमादित्य का बत्तीस सीढ़ियों वाला दिव्य सुवर्ण-सिंहासन प्रकट होता है। जैसे ही राजा भोज प्रथम सीढ़ी पर चरण रखते हैं, प्रथम सजीव पुतली रत्नमञ्जरी जाग उठती है।
